| Buildings and Grounds Billy Lamb, Superintendent Buildings and Grounds: 232-2302 The Department of Buildings and Grounds is responsible for the upkeep and repair of city facilities and equipment. Everything from janitorial services to furniture making and flower planting are handled by this staff. The Patricia C. Lamar Park is also maintained by Buildings and Grounds personnel. The town square of Oxford owes part of its lovely appearance by this same crew.
